Of these four countries, the Philippines has the best diving spots at this price point. Moalboal, Tubbataha, Coron. One advantage rarely mentioned: everyone speaks English. Really everyone. It is the second official language and you feel it at every step.
A good start
The Philippines do not make it easy. Comfort is not guaranteed here, accommodation can be below expectations, inter-island transport can be unpredictable. And despite all this, we want to come back.
